Read the Agreement in Principle discussed at the Committee's January 28, 2008 hearing. The agreement would bring all Maine county jail inmates under the control of the state Corrections Department, with the state able to move inmates freely from jail to jail around the state. And beyond to other states. (so-called 'internal exile") that weakens or breaks the social bond between the incarcerated and their families and societies. Under the proposal, the state would sanction the closure of county jails or their transformation into specialty prison units. (gulagization).
