As I'm sure you all have read today, the Passamoquoddy Tribe voted to go forward with exploring an agreement with Quoddy Bay; the vote was approx. 60/40 w/ high turnout. Just spoke with Jim Mitchell (Quoddy Bay), clearly getting word that they expect a definitive agreement to be done within two weeks and engineering work to start immediately thereafter.

QB's hope is to prefile with FERC late this fall, with its filing to follow by March. In other words, this is immediately on a fast track with them (including hiring local counsel).

As for State jurisdiction, Jim hedged but continues to leave me with the impression that they plan to apply to the State for review of the project. I encouraged him to set up a time with us to discuss this and any other issues, which he said would happen once a consultant is on board.
